1. The roles and functions of the NIOPH

National Institute of Public Health (NIOPH) serves as a macro-technical body of the Ministry of Health

which is a central focal point for promoting, supporting, consulting, advising, coordinating, and implementing health research activities, health information system, and research ethics development. It conducts in country short-term and long-term postgraduate training, upgrading health staff in their relevant technical areas at different levels, and cooperates with foreign partners institutions. In addition, it coordinates directly with the Organization and Personnel Department of the Ministry of health and Regional Francophony Institute of Tropical Medicine (IFMT) in Vientiane .

The NIOPH has its own goals, vision, and mission as follows:

Goals:  The health system in Lao PDR is responsive to the health needs of the population in the field of training, research, information systems and ethics.

Vision: The National Institute of Public Health in Lao PDR is thriving toward a viable and sustainable centre of excellence in public health training and research in terms of health benefits of Lao population in western pacific region.

Mission :

Training and retraining of health staff in health research methodology, medical pedagogy, health administration, MIS, and leadership development, thus to strengthen health management capacity

Developing and implementing each five year national health research master plan on evaluation research based

Coordinating, collaborating and conducting health research within and between countries, to strengthen both internal and international research capacity and networks.

At present NIOPH comprises of 37 permanent staffs including a Director General, 2 Deputy
Directors General, 27 technical and 7 administrative staff of which 20 females and 18 males; and 50 non permanent lecturers
